ACADEMIC INTEGRITY POLICY

The journal Public Administration and State Security Aspects upholds the principles of academic integrity in accordance with the recommendations of the Committee on Publication Ethics (COPE), the Law of Ukraine "On Education" (Article 42) and the Law of Ukraine "On Higher Education". The editorial board requires all participants in the publication process — authors, reviewers, and editors — to adhere to these principles at every stage of manuscript preparation and publication.

Core Principles of Academic Integrity
Honesty — accurate representation of research methods, results, and conclusions.
Originality — submission of only original research that has not been previously published.
Transparency — open disclosure of funding sources, conflicts of interest, and each author's contribution.
Accountability — authors' willingness to take responsibility for the content of their published work.
Respect for intellectual property — proper citation and referencing of all sources used.
Academic Integrity Violations

The editorial board treats the following as violations of academic integrity:

× Plagiarism — use of others' texts, ideas, data, or images without proper attribution to the original source.
× Self-plagiarism — republishing one's own previously published material without citing the original source.
× Data falsification — deliberate distortion or manipulation of research data and results.
× Data fabrication — inventing results, data, or references that do not exist.
× Authorship misconduct — inclusion of gift authors or exclusion of persons who made a genuine contribution (ghost authorship).
× Duplicate publication — simultaneous submission of a manuscript to multiple journals or republication of an already published article.
× Citation manipulation — excessive self-citation or agreed mutual citation between authors without scientific justification.
× Undisclosed conflict of interest — concealment of financial or other relationships that may influence research results.
Plagiarism Check
All manuscripts undergo mandatory text similarity checking prior to peer review.
An unacceptable level of text similarity constitutes grounds for rejection without peer review.
Authors are responsible for the originality of the submitted manuscript.
Consequences of Violations

Depending on the nature and severity of the violation, the editorial board may take the following measures:

1Rejection of the manuscript at any stage of review.
2Publication of a correction (Erratum) or Expression of Concern.
3 Retraction of a published article in accordance with the Retraction Policy.
4Notification of the author's employing institution regarding identified violations.
Reporting Violations
Reports of academic integrity violations should be submitted to the editorial email address.
The confidentiality of the reporting party is guaranteed throughout the review process.
The editorial board reviews reports in accordance with COPE procedures and notifies the parties of the outcome within 30 calendar days.
